The federal government has proposed several initiatives to try to spur small-business hiring and growth, including eliminating capital gains taxes on small-business investments and raising the maximum guarantee for Small Business Administration loans. But experts say other proposals could hurt growth and hiring, including the expiration of tax cuts for high-income workers and the 1099 provision of the health care law.
