Small-business owners are optimistic but don't expect to hire

Yet another survey shows that small-business optimism is looking up. In a Citibank survey, more than half of small-business owners said they expect a rosier 2011, and only 15% expect it to be worse. But 78% said they expect to keep staffing at current levels, and only 14% expect to add workers this year. The Wall Street Journal/Dow Jones Newswires (2/17)
