The funding environment is difficult for small businesses, which are now under a greater degree of scrutiny from potential lenders, said Rick Stone of the Oregon Small Business Development Center network. "People have to do their own due diligence before they talk to the lender, and they have to have a good story and an idea how they're going to pay them back," he said.
