Small businesses are unhappy with final rule on swipe fees

The Federal Reserve has told banks they must cap debit card "swipe fees" at 21 cents per transaction starting Oct. 1. That's down from a current average of 44 cents, but more than the 12-cent limit that many small businesses were expecting.
